We intend to set up a WFOE in Shanghai. We have been advised that we are required by the China government (tax bureau) to employ a China certified accountant (a person with an accountant certificate) who has more than three years’ experience in accounting work.

We would like to learn the process (and difficulty) of bidding on Chinese governmental tenders.

We can only assume that other foreign firms are already involved in this endeavor. We intend to set up a WFOE in Shanghai by using  a BVI-registerd company as an investor. We thought of proceeding the notarization of the certificate of incorporation documents of investor in Singapore and endorsement by China embassy in Singapore.
