A respeito de Fapiao
Eu represento um WOFE em Shanghai. Nós temos começado recentemente emitir Fapiao a ou clientes, mas temos encontrado um problema regulatory nessa consideração. De acordo com regulamentos estão permitidas somente às companhias emitir Fapiao' s com um cara-valor máximo de 10.000 RMB de cada vez aos clientes para a primeira seis meses depois que o primeiro Fapiao foi emitido pela companhia.
Na realidade isto significa que se uma companhia vender um projeto worth 500.000RMB a companhia então tem que emitir 50 Fapiao worth 10.000 cada ao cliente. Se o valor dos proejcts for diversos milhões então uma quantidade enorme de Fapiao necessita ser emitida. O cliente não será satisfeito o mais definitivamente com recepção assim que muito Fapiao, deixou sozinho o mess que administrativo é para a companhia emitindo.
Além disso para fazer as matérias complicadas ainda mais; a régua é que está permitida somente a uma companhia para os primeiros 6 meses da operação receber 25 Fapiao em um momento das autoridades de imposto; significando que o primeiro os 25 Fapiao devem ser emitido esclarecido antes que uns outros 25 puderem ser emitidos. Isto faz obviamente coisas difíceis se por exemplo a companhia necessitar emitir Fapiao worth mais do que milhão RMB. Haverá uma folga enorme no processo do faturamento, desde que 25 Fapiao são permitidos somente à companhia em uma hora, que naturalmente seja shi bonito… para uma companhia recentemente possuída com capital limitado.
As far as I know these rules only applies to the first 6 months of operation after the first fapiao has been issued, so I guess its a way of testing the companies ability to generate revenue before allowing the company to move freely. But it makes issuing fapiao’s difficult and time consuming, which obviously is something a new company finds highly annoying.
Anyone who has comments or solutions to this matter??

i have encountered the same problem…there is no obvious answer other than ask your customers understanding in having a stack of fa piao (not really a problem) and ask them to pay before you raise the fa paio…a contract to say you will provide the fa piao should suffice.
you may know there is the odd bit of vat fraud in china so it’s understandable the authorities have this precaution.

I am not familiar with the case of limited value of fapiao for 6 months, but it does not seem there is any relief for the number of fapiaos issued for quite some time. Our business has busy seasons and low seasons during which the number of fapiao needed vary dramatically…yet after 5 years of accounts demonstrating this predictable pattern, a good realtionship with the tax bureau and multiple efforts, we are still not able to get ‘fapiao relief’ during the peaks. Instead our poor accountants get a workout, running to and from the sui wu ju as often as three times per week.

Aaron, right on 2 out of 3 counts…english and making POS displays, wrong on the third though…charming?? I remember you. Your understanding is correct. Well there is nothing to comment since it’s the way you do things in China. However you may able to approach your local Tax Bureau and apply or negotiate for greater face-value Fapiao.
