Concernant Fapiao
Je représente un WOFE à Changhaï. Nous avons récemment commencé à publier Fapiao à ou clients, mais avons rencontré un problème de normalisation à cet égard. Selon des règlements on permet seulement les compagnies à la question Fapiao' s avec une visage-valeur maximum de 10.000 RMB à la fois aux clients pour pendant six le premier mois après que le premier Fapiao a été publié par la compagnie.
En réalité ceci signifie que si une compagnie vend un projet en valeur 500.000RMB la compagnie doit alors la question 50 Fapiao en valeur 10.000 au client. Si la valeur de proejcts est plusieurs millions puis une énorme quantité de Fapiao doit être publiée. Le plus certainement le client ne sera pas satisfait avec la réception ainsi beaucoup de Fapiao, encore moins le désordre administratif qu'il est pour la société émetteuse.
En outre faire des sujets bien plus compliqués ; la règle est qu'on permet seulement à une une compagnie pour les 6 premiers mois de l'opération de recevoir 25 Fapiao à la fois de l'administration fiscale ; signifiant que le les 25 premier Fapiao doivent être publié expliqué avant qu'encore 25 puissent être publiés. Ceci rend évidemment des choses difficiles si par exemple la compagnie a besoin de la question Fapiao en valeur plus que million de RMB. Il y aura énorme mou dans le procédé de facturation, puisqu'à la compagnie est seulement permise 25 Fapiao à la fois, qui naturellement est joli shi… pour une compagnie récemment possédée avec le capital limité.
As far as I know these rules only applies to the first 6 months of operation after the first fapiao has been issued, so I guess its a way of testing the companies ability to generate revenue before allowing the company to move freely. But it makes issuing fapiao’s difficult and time consuming, which obviously is something a new company finds highly annoying.
Anyone who has comments or solutions to this matter??

i have encountered the same problem…there is no obvious answer other than ask your customers understanding in having a stack of fa piao (not really a problem) and ask them to pay before you raise the fa paio…a contract to say you will provide the fa piao should suffice.
you may know there is the odd bit of vat fraud in china so it’s understandable the authorities have this precaution.

I am not familiar with the case of limited value of fapiao for 6 months, but it does not seem there is any relief for the number of fapiaos issued for quite some time. Our business has busy seasons and low seasons during which the number of fapiao needed vary dramatically…yet after 5 years of accounts demonstrating this predictable pattern, a good realtionship with the tax bureau and multiple efforts, we are still not able to get ‘fapiao relief’ during the peaks. Instead our poor accountants get a workout, running to and from the sui wu ju as often as three times per week.

Aaron, right on 2 out of 3 counts…english and making POS displays, wrong on the third though…charming?? I remember you. Your understanding is correct. Well there is nothing to comment since it’s the way you do things in China. However you may able to approach your local Tax Bureau and apply or negotiate for greater face-value Fapiao.
