En relación con a Fapiao
Represento un WOFE en Shangai. Hemos comenzado recientemente a publicar Fapiao a o a clientes, pero hemos encontrado un problema regulador en ese respeto. Según regulaciones se permite a las compañías solamente publicar Fapiao' s con un cara-valor máximo de 10.000 RMB a la vez a los clientes para los primeros seis meses después de que el primer Fapiao ha sido publicado por la compañía.
En realidad esto significa que si una compañía vende un proyecto digno de 500.000RMB la compañía entonces tiene que publicar 50 Fapiao digno de 10.000 por cada uno al cliente. Si el valor de los proejcts es varios millones entonces una cantidad enorme de Fapiao necesita ser publicada. El cliente no estará satisfecho lo más definitivamente posible con la recepción así que mucho Fapiao, aún menos el lío administrativo que está para la compañía que publica.
Además hacer materias complicó aún más; la regla es que se permite a una compañía para los primeros 6 meses de la operación solamente recibir 25 Fapiao a la vez de las autoridades de impuesto; significando que el primer los 25 Fapiao deben ser publicado explicado antes de que otros 25 puedan ser publicados. Esto obviamente hace cosas difíciles si por ejemplo la compañía necesita publicar Fapiao digno de más que millón de RMB. Habrá holgura enorme en el proceso de la facturación, puesto que no prohiben la compañía solamente 25 Fapiao a la vez, que por supuesto es shi bonito… para una compañía recientemente poseída con el capital limitado.
As far as I know these rules only applies to the first 6 months of operation after the first fapiao has been issued, so I guess its a way of testing the companies ability to generate revenue before allowing the company to move freely. But it makes issuing fapiao’s difficult and time consuming, which obviously is something a new company finds highly annoying.
Anyone who has comments or solutions to this matter??

i have encountered the same problem…there is no obvious answer other than ask your customers understanding in having a stack of fa piao (not really a problem) and ask them to pay before you raise the fa paio…a contract to say you will provide the fa piao should suffice.
you may know there is the odd bit of vat fraud in china so it’s understandable the authorities have this precaution.

I am not familiar with the case of limited value of fapiao for 6 months, but it does not seem there is any relief for the number of fapiaos issued for quite some time. Our business has busy seasons and low seasons during which the number of fapiao needed vary dramatically…yet after 5 years of accounts demonstrating this predictable pattern, a good realtionship with the tax bureau and multiple efforts, we are still not able to get ‘fapiao relief’ during the peaks. Instead our poor accountants get a workout, running to and from the sui wu ju as often as three times per week.

Aaron, right on 2 out of 3 counts…english and making POS displays, wrong on the third though…charming?? I remember you. Your understanding is correct. Well there is nothing to comment since it’s the way you do things in China. However you may able to approach your local Tax Bureau and apply or negotiate for greater face-value Fapiao.
