بخصوص [فبيو]
أنا أمثّل [ووف] في شنغهاي. يبدأ نحن يتلقّى مؤخّرا يصدر [فبيو] إلى أو زبونات, غير أنّ يواجه مشكلة تنظيميّة في أنّ إحترام. وفقا ل النظام تعديل سمحت شركات فقط أن يصدر [فبيو]' [س] مع [فس-فلو] قصوى من 10.000 [رمب] [أت ا تيم] إلى زبونات للأولى ستّة شهور عقب [فبيو] أولى يتلقّى يكون أصدرت بالشركة.
في حقيقة يعني هذا أنّ إن شركة يبيع مشروع يساوي [500.000رمب] الشركة بعد ذلك يضطرّ أصدرت 50 [فبيو] يساوي 10.000 لكلّ واحد إلى الزبونة. إن ال [بروجكتس] قيمة يكون عدّة ملايين بعد ذلك يحتاج مبلغة ضخمة [فبيو] أن يكون أصدرت. أكثر بالتّأكيد سيسرّ الزبونة لن يكون مع يستلم لذلك كثير [فبيو], بل الخبيص إداريّة هو يكون ل ال [إيسّو كمبني].
علاوة على ذلك أن يجعل أوامر [إفن مور] يعقد; القاعدة أنّ سمحت شركة للأولى 6 شهور العملية فقط أن يستلم 25 [فبيو] [أت ا تيم] من ال [تإكس وثوريتي]; يعني أنّ الأولى 25 [فبيو] ينبغي كنت يصدر يعلّل قبل أن آخر 25 يستطيع كنت أصدرت. يجعل هذا بوضوح أشياء يصعب إن مثلا الشركة يحتاج أن يصدر [فبيو] يساوي أكثر من مليون [رمب]. هناك سيكون فترة ركود ضخمة في الفوترة عملية, بما أنّ الشركة يكون فقط سمحت 25 [فبيو] [أت ا تيم], أيّ [أف كورس] يكون [شي] جميلة… ل مؤخّرا يمتلك شركة مع رأس مال محدودة.
[أس فر س] يعرف أنا هذا قواعد فقط يطبّقون إلى الأولى 6 شهور العملية عقب ال [فبيو] أولى يتلقّى يكون أصدرت, لذلك أنا خمّنت ه طريق من يختبر الشركات قدرة أن يلد إيراد قبل يسمح الشركة أن يتحرّك بحرّيّة. But it makes issuing fapiao’s difficult and time consuming, which obviously is something a new company finds highly annoying.
Anyone who has comments or solutions to this matter??

i have encountered the same problem…there is no obvious answer other than ask your customers understanding in having a stack of fa piao (not really a problem) and ask them to pay before you raise the fa paio…a contract to say you will provide the fa piao should suffice.
you may know there is the odd bit of vat fraud in china so it’s understandable the authorities have this precaution.

I am not familiar with the case of limited value of fapiao for 6 months, but it does not seem there is any relief for the number of fapiaos issued for quite some time. Our business has busy seasons and low seasons during which the number of fapiao needed vary dramatically…yet after 5 years of accounts demonstrating this predictable pattern, a good realtionship with the tax bureau and multiple efforts, we are still not able to get ‘fapiao relief’ during the peaks. Instead our poor accountants get a workout, running to and from the sui wu ju as often as three times per week.

Aaron, right on 2 out of 3 counts…english and making POS displays, wrong on the third though…charming?? I remember you. Your understanding is correct. Well there is nothing to comment since it’s the way you do things in China. However you may able to approach your local Tax Bureau and apply or negotiate for greater face-value Fapiao.
