What are the difficulties when setting up a company in the western part of China?

To set up a company in the second tier places in China brings some advantages such as lower costs and more space. But can somebody tell me if it brings many more difficulties as well, like fewer facilities and less English-speaking people. Or is this not at all the case?

    Three biggest difficulties I think are:
    1. talent pool. College graduates or experienced workers tends to moves to cities in eastern coast which have more job opportunities and higher pay.
    2. transportation. Inland shipping coast would be up because western locations are further away from ocean shipping portals.
    3. qualified suppliers. Industrial aggregations plays, and you may find yourself in an isolated island because there isn’t many qualified supplied surrounding you.
